Have a URL Note Added

Staff, metas, kmetas, editalls and catmods can add URL notes themselves. If you do not fit into any of these categories and want a note added to a URL, you should move the URL, or a copy thereof, to Test/See_Editors_Notes where an editor with the appropriate permissions will consider adding one.
